Though I, a non-smoker and highly allergic to cigarette smoke, walk with a crowd of non-smokers through a wall of street smoke, I will defend the smokers' right to smoke should they so choose, so long as it does not forceably affect another. It is not an enclosed space where any are required to remain lest they lose their livelihood. The street is as public and open-air as it gets; and I have the freedom to walk around should I so choose.

In more and more countries smokers are being banned from the public space, the building, the doorway. Where else can a smoker smoke, if not on the street?
