Countries are not friends. Friendship requires a personal ability to see beyond isolated self-interest, a leap of faith to try to guess what the other might want without automatically considering the benefit to oneself. Countries base their foreign policies on self-interest, ideology, history, sometimes a vendetta, sometimes even around the negative space of a background player who must always be kept in mind: but never around something as fundamentally generous of spirit as "I like you".
